Competing Visions For Social Security (washingtonpost.com)

Any increase in taxes, whether it be a straight-forward hike in the payroll tax or a more stealthy increase in the cap, must be cordoned off from a direct rise, by the amount of excess taxes collected, in the federal budget.

This is a condition I would be open to supporting.

I do not see any politican being able to resist their crack addiction to spending every tax dollar collected though.

And if this condition cannot be met, any tax increase should come as needed and not in advance.
